Preparations for PrepCom III: Developing a legally binding instrument on marine biological diversity in ABNJ

In an invitation dated 1 February, 2017, Gabriele Goettsche-Wanli (Director, UN/DOALOS) calls for delegations to communicate the names of their representatives for the 3rd Session of the Preparatory Committee established by General Assembly resolution 69/292: Development of an international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. PrepCom III will convene from 27 March – 7 April, 2017 at UN Headquarters in New York. A preparatory meeting, under the Chair, H.E. Mr. Carlos Duarte (Deputy Permanent Representative of Brazil) will be held 17 February, 2017 to consider the draft provisional agenda and draft provisional programme of work.

on elements of the draft text have been posted to the DOALOS website following the Chair's invitation made at PrepCom II. WCEL Members Kristina Gjerde and Hiroko Muraki Gottlieb have led providing supplemental views with respect to:

  • the role and value of an implementing agreement at the global and regional levels,
  • the implications of climate change for management of maritime activities in areas beyond national jurisdiction,
  • as well as expanded views on marine genetic resources, capacity building and technology transfer.
