Through this grant, WCS is providing funding to the International Union for Conservation of Nature and Natural Resources – Oceania Regional Office (������ϲʿ�������ֳ�ֱ�� ORO) through our WCS MPA Fund award to support the Solomon Islands Government to develop and improve capacity for maritime compliance systems to operationalize their national marine spatial plan and Oceans Policy. Specifically, WCS will provide funding ������ϲʿ�������ֳ�ֱ�� to supervise and engage a consultant to:

• Review the existing human resources, material assets, intelligence gathering systems and legal and procedural frameworks relevant to all aspects of maritime compliance;
• Determine areas of duplication, gaps, opportunities for improvement, for synergies and for streamlining with regard to the deployment and application of those human resources, material assets, intelligence gathering systems and legal and procedural frameworks relevant to all aspects of maritime compliance;
• Provide a status report outlining the above, including recommendations for improvements. The recommendations should consider factors such as: stakeholder and government staff education, information gathering and sharing across jurisdictions and geographies, risk-based deployment of assets, penalty and deterrence systems, legal loopholes, crime scene investigation techniques, judiciary knowledge levels, sustainable financioptions as well as existing human and financial resources and assets;
• Develop a strategy to implement the recommendations; and
• Facilitate implementation of the strategy.

Compliance, here, refers to the full range of compliance activities ranging from education right through to enforcement and prosecution.
