Meet inspiring PANORAMA Solution Providers: Yan Xie, Chinese Academy of Sciences

Opening a space for PANORAMA Solutions Providers, to express their perceptions and perspectives on global issues. We aim at valuing their knowledge and know-how as well as collecting their recommendations and needs for upscaling and accelerating the impacts of their solution. We want to discuss about their vision for the future, and get their opinion on global decision-making processes.

Yan聽Xie is Associate聽Research聽Professor聽of the聽Institute of Zoology,聽Chinese Academy of Sciences聽and consultant on聽conservation聽technical issues at聽the聽Changbai聽Mountain National Nature Reserve,聽and for the development of the International聽Alliance聽of Protected聽Areas.

What makes聽聽successful, in a nutshell?聽

Changbai聽mountain has a very beautiful lake on top of the mountain. It has the richest biodiversity of the area聽above 40掳 longitude, and diverse habitats, beautiful sceneries.聽It is very attractive for tourists especially聽from China and Korea. Before Covd-19, every year, there were聽more than 2 million聽visitors. We had to adopt some measures to聽mitigate聽bad impacts of tourism:聽we聽separated聽visitors鈥櫬燼rea聽from聽the聽nature reserve, opened new areas outside, close to the nature reserve,聽from where tourists聽can聽still聽see the scenery.聽A聽very well-designed town聽was built聽to accommodate tourists, with聽green transportation (with facilities like聽renting聽a bike聽for聽cheap).聽A聽strong conservation team聽was built聽in the聽Centre,聽which聽is a聽department of the聽local聽government. It聽has the highest number of managers, over 700 managers in the nature reserve, purely working on conservation. Their work focuses a lot on聽fire control,聽which has successfully reduced wild fires in the Nature Reserve. They also聽control聽human activities,聽such as聽the聽unsustainable聽collection of聽Korean聽pine nuts, of which animals feed on, and the collection and sale of frogs.聽A lot of work has also been done on ecosystems restoration, that were degraded in the last strong wind episodes.聽

These issues are found in many areas in the North of China,聽but聽Changbai聽Mountain Nature Reserve聽succeeded聽in聽overcoming them thanks to the聽major income from tourism and聽the creation of聽a better environment for tourists.聽The聽Conservation Centre聽is very strong聽because聽it聽has聽a good financial support, but also because its聽leaders take聽conservation seriously聽and聽use the money well.聽Changbai聽Mountain government聽contributes聽a lot to international cooperation, became a MAB reserve聽in聽early 1979聽and hosts聽Changbai聽Mountain International Eco-Forum聽every two years聽since 2013.聽

What is your vision for聽Changbai聽Mountain National Nature Reserve?聽

The Nature Reserve to be preserved, needs more systematic biological and species monitoring. Monitoring results would provide information聽to better understand the ecosystem, and identify impacts from Climate Change.聽聽

We should work more around the Nature Reserve, where human activities take place, and understand how these activities are impacting the environment.聽聽

On December 11, it was the International Mountain Day. The theme was sustainable mountain tourism,聽in light of the Covid-19 crisis as an 鈥(鈥) opportunity to rethink mountain tourism and its impact on natural resources and livelihoods (鈥)鈥. When we read your PANORAMA solution, it seems that you have thought through and acted for聽the聽harmonious coexistence between man and nature,聽way聽before the pandemic.聽But would you say that the聽crisis聽has triggered聽new聽opportunities聽or had some positive impacts,聽to even do better? If yes, how?聽

Covid-19 reduced a lot the visitors鈥 number,聽and therefore聽the income of the government and the local people living in surrounding areas. Covid-19 did not increase the pressure on Nature Reserve, e.g.聽illegal activities聽did not increase. The Conservation Centre聽actually strengthened the conservation in the Nature聽Reserve:聽two聽new conservation stations聽were聽added,聽more patrolling and law enforcement聽were conducted.聽China is a specific case, in the sense that聽conservation is not highly dependent on tourism聽income, as there is a stable income provided by the local government for conservation work.聽聽

Based on your experience of challenges and successes, what message, recommendation or need, would you like to express to the international community,聽in terms of sustainable tourism development in mountain聽PCAs?聽

Conservation of ecosystems are key to human beings, so funding for conservation needs to come from government and other sources. Tourism cannot be the only or major funding for conservation, because聽it won鈥檛 be stable.聽Besides, in some places,聽tourism is not so high. Conservation still needs to be provided by government mainly聽and聽in addition by聽donors. Sometimes tourism income is high, some funding should be put聽aside聽and聽support conservation elsewhere, like an insurance.聽聽

Ecotourism should be聽better聽promoted聽through聽high quality services聽and聽information available for Chinese visitors, to attract more tourists from China and other developed countries. This would聽support African聽countries and other聽developing聽countries鈥櫬燩rotected聽Areas. Some聽transboundary聽areas, like tiger areas of Russia聽or聽Mongolia聽and other places more in the South聽should聽improve聽their聽communication聽with neighbouring countries, such as China,聽to bring new opportunities and develop tourism, attract Chinese visitors in their Protected聽Areas. This would entail for example to promote transboundary areas visitations by reducing visas constraints for foreign people to come. It would help increase income in those countries.
