ࡱ> ?B> bjbj 4*  MMMMMaaaa}a0$nZAMAMMV"MM:,e@la; l0ERMpAA  : CEESP/SEAPRISE Members Invited Speakers at European Conference on Extractive Industries Richard Cellarius [and Rick Steiner] On 13 October 2009, CEESP/SEAPRISE members Richard Cellarius and Richard (Rick) Steiner participated as invited speakers in the Conference, "EXTRACTIVE INDUSTRIES: BLESSING OR CURSE? Environmental and Social Impacts of the Oil and Gas Industry," sponsored by Friends of the EarthEurope and The Greens/European Free Alliance of the European Parliament ( HYPERLINK "http://www.greens-efa.org/" http://www.greens-efa.org/). The conference was held in the European Parliament's Paul - Henri Spaak Building, and was attended by about 100 people, including NGO representatives, industry representatives, press, representatives of the European Commissions and members of the European Parliament. Richard Cellarius (Sierra Club) reported on "Environmental Implications of Unconventional Oil Production and Exploration (Canada oil sands and Arctic)" in the Conference's first session, "Extractive Industries Fuelling or Damaging Development." He emphasized that declining oil production from Alaska's North Slope oil fields puts pressure on U.S. interests to develop additional, environmentally fragile areas and increase the impact on already impacted native populations. Development of the Canadian oil (tar) sands, in addition to impacts on the sensitive boreal forest and Canadian First Peoples, has extensive energy and water cost to extract and process the tar to a "useful" crude oil sent to the U.S. by pipeline for further refinement. The U.S. Government is supporting even more pipelines and increased tar sands development while at the same time professing commitment "to reducing overall emissions and leading the global transition to a low-carbon economy." Other speakers in that session covered "Environmental, Biodiversity and Social Consequences of Offshore Gas Exploration (Sakhalin case)," (Dmitry Lisitsyn, Director, Sakhalin Environment Watch, Russia), "Carbon Capture and Storagea False Hope," (Joris Thijssen, Greenpeace International), and "Climate Change and Social Impacts of European Oil Companies Operations in Developing Countries (Nigeria case)," (Nnimmo Bassey, Chair, Friends of the Earth International). In the second session, Rick Steiner (University of Alaska) proposed "The New Paradigm for Oil and Gas." In his talk he recognized that "that human society is presently at the beginning of the end of the age of hydrocarbons the Petrocene Era and the beginning of age of sustainability the Gaiacene Era." However, this transition will take many decades and requires "a new 21st century paradigm for oil and gas." He proposed a set of 20 principles for this paradigm, calling them "The Brussels Principles" in honor of the conference. (Appendix). After his talk, the European Parliament members and a number of NGO representatives promised to take the issue further. And a representative of the International Association of Oil and Gas Producers (OGP) which include everyone who is anyone in the business, including Shell, Exxon, BP, Chevron, CNOOC, Conoco-Phillips, etcsaid that they would bring the "Brussels Principles" to the attention of their members. The other speakers in that session discussed "Ensuring Accountability of Europe-based Extractive Industries for Environmental Damages," (Michel Uiterwaal, Attorney, BFKW Amsterdam, The Netherlands), "The Need to Reform Fossil Fuels Subsidies," (Petr Hlobil, International Affairs Coordinator, CEE Bankwatch Network, Czech Republic), and "Enforcing Gas Flaring Reduction- Improving Climate and Social Conditions" (Peter Roderick, Director, Climate Justice Programme, UK). The final session was an active debate on "The Way Forward - Improving Environmental and Social Performance of the Extractive Industries," among Martijn Quinn, Deputy Head of Cabinet of [EU] Commissioner for Environment Stavros Dimas, Lluis Riera Figureas, Director, Development Policy, EC DG Development, Claude Turmes, MEP, Greens/EFA, Thijs Berman, MEP , Progressive Alliance of Socialists and Democrats, and Paul De Clerck, Friends of the Earth Europe. Effectively moderated by Shirin Wheeler, BBC, in the debate, the bureaucrats took a lot of heat for inaction on regulating the international performance of Europe-based extractive industries.
